The $2.2 billion plant is major development milestone for war-ravaged northern Uganda, which is slowly recovering from a two-decade civil conflict involving the rebel group Lord's Resistance Army, led by fugitive war lord, Joseph Kony.
"Very soon, we shall be starting negotiations� we intend to enter a bilateral agreement with China for a concessionary loan for the project," said Simon D'ujang.

It would be very interesting to see the Egyptian reaction to the Ugandans announcing they will be building a $2.2 billion 600 MW hydro-power dam on the White Nile.
