The Egyptians don’t know what to do or how to go about to stop the Grand Ethiopian Renaissance Dam. Since the official starting date of the building of the GERD, Egypt has been waging a frantic and multi pronged campaign to stop it.
Using intimidation and false propaganda
Egypt is on all out war of propaganda against the Grand Ethiopian Renaissance Dam. The recent campaign is to make the conflict between Ethiopia and Egypt, between all Arabs and Ethiopia. The Egyptians are asking the Saudi Arabian government to pressure Ethiopia through investment and immigration. Speaking to Al-Monitor, an Egyptian government official said. “Egypt is preparing this dossier after receiving verbal assurances from Saudi and Emirati officials that they would back Egypt in all issues affecting its national security. This problem has been discussed in the many meetings that took place between Egyptian and Gulf officials since last June 30."
The Egyptians has openly threatened military action more than once before. Younis Makhyoun, leader of an ultraconservative Islamist party was quoted saying,” Ethiopia is fragile because of rebel movements inside the country. We can communicate with them and use them as a bargaining chip against the Ethiopian government, If all this fails, then there is no choice left for Egypt but to play the final card, which is using the intelligence service to destroy the dam,"
Destabilizing and Terrorism
The first and primary part of their campaign is based on destabilizing the country. Even though Egypt have been working on destabilizing Ethiopia for many years, after the start of construction of the GERD they have intensified their efforts. Egypt is actively supporting Eritrea, Al-Shabab of Somalia and a multitude of Ethiopian terrorist groups based in Eritrea.
Using international money institutions
The second part of Egyptian strategy on stopping the GERD is using international money institutions. Egypt has to some extent succeeded on preventing Ethiopia from getting fund from banks controlled by the west. Egypt as part of the peace agreement with Israel has representative in the World Bank and other banks. The reason why the Egyptians have a representative in many banks is to stop loans for any projects on the Nile River. The Egyptians used this strategy very effectively.
In September 2012 IMF asked Ethiopia to Slow building the Grand Ethiopian Renaissance “I think there’s a need to rethink some of those projects a little bit to make sure that they don’t absorb all domestic financing just for that project,” IMF country representative Jan Mikkelsen told reporters yesterday. “If you suck in all domestic financing to just a few projects that money will be used for this and not for normal trade and normal business.” This was designed to give Egypt time to cook some sort of tactic to stop the Ethiopian mega dam.
